  1. MANUALS Air carriers require detailed and interrelated manuals covering every area of the company’s functions. ( 30-40 separate manuals)
  2. AOC   Commercial Airline Operating License
  3. IATA  Membership in the International Air transport Association
  4. ICAO  Membership in the International Civil Aviation organization
  5. EUROCONTROL ACCOUNT Accounts to pay air traffic charges for EU airspace usage
  6. INSURANCE HULL, LIAB GENERAL LIAB
  7. ROUTE AUTHORITY/ OVERFLY RIGHTS required to dispatch over and through national airspace.
  8. FUEL: Contracts for fuel have to be made in advance at all up-lifting stations
  9. GATES/ SLOTS; Terminal gates to park aircraft and any required permissions for flights
  10. COUNTER PERSONNEL AND COUNTERS AT ALL DESTINATIONS
  11. RAMP SERVICE CONTRACTS; Ground servicing, baggage , cargo loading

Upon completion of the above infrastructure and when the flight and ground crew have completed training, the new company is ready to initiate flight operations. Any lessor or lender providing aircraft wants to see that the lessee has the staff and equipment to properly care for them and that he has a business plan capable of generating sufficient funds to carry the entire operation.
